AND CHEMICAL. *** *U.S.C.G ADVISORIES: (Security level) YELLOW/ELEVATED - MARSEC 1 ***A new Notice of Arrival enforcement policy has been generated by HQ and they have established a very strict stance to NOA violations such that nolatitude is authorized for NOA submittal violations. That means if a vessel is required to submit a 24 hour NOA, the vessel will wait 24 hours from the time of submittal before entering port, and if a vessel is required to 96 hour NOA, the vessel will wait 96 hours from the time of submittal before entering port. There will be no option to enter port prior to the applicable time frames, under any condition. ------------------------------------------------------------------------ ****** Marine Safety Office Port Arthur wants to remind the maritime community to completely satisfy the Notice of Arrival (NOA) requirements. The NOA is vital to the Coast Guard’s efforts to assess the possible threats posed by a particular vessel. It is therefore imperative that the information contained in the NOA is proper and accurate. Shipping agencies are advised that effective immediately, vessels submitting incomplete or inaccurate NOA’s to the National Vessel Movement Center (NVMC) can expect denial of port entry until all required information is submitted and the full time requirement as specified by Title 33, Part 160, Subpart C of the Code of Federal Regulations has been met. Vessels found in port that do not have complete NOAs will be subject to civil penalties and possible expulsion from port.
The Coast Guard will adhere strictly to the above requirements with respect to NOAs and vessel entry. To avoid these unnecessary consequences from failure to follow the NOA requirements, vessel agents should take the utmost care in verifying that the information contained in the NOA is complete and accurate.

THE PILOTS PRESENTLY EXPECT TO START DAYLIGHT TRAFFIC INBOUND 0500/29TH, WHICH VESSELS AND HOW MANY HAVE NOT BEEN DETERMINED YET.THERE IS A STEEL SHIP AT THE PORT OF PORT ARTHUR THAT WILL POSSIBLY EFFECT THE INBOUND TRAFFIC FOR THE 29TH AND ONLY ALLOW FOR ONE GROUP (4 SHIPS) TO INBOUND.
