USCG – clarification re salvage and marine firefighting
The US Coast Guard issued a clarification regarding its salvage and marine
firefighting requirements for vessel response plans (VRPs) for oil. On
September 3, the agency announced that the Office of Management and Budget
(OMB) had approved the collection of information associated with those
requirements. The announcement also indicated that the requirement would be
enforced beginning September 3. The Coast Guard has now clarified that the
information collection will be enforced as of February 22, 2011, when the
salvage and marine firefighting regulations come into force. 75 Fed. Reg.

WEATHER

Forecast Discussion

It was a cold start this morning with high pressure moving in across the
area. Temperatures were down in the 30s across Southeast Texas this
morning. We should see a nice warm up this afternoon with highs in the
upper 60s and lots of sunshine.

Saturday, the high will zip quickly to the east which will allow
southeasterly winds, higher humidity and cloudiness off the Gulf of Mexico
to return. By Sunday, warmer, more humid weather is expected as the moist,
southerly flow becomes established. Isolated showers and mostly cloudy
skies are expected Monday. A series of upper-level disturbances will move
across the area and will lift the moist air over Southeast Texas causing
scattered showers. Late Tuesday, the next cold front will sweep through
the area bringing high rain chances and possibly and inch of rainfall.
Behind the front, a colder, drier air mass is forecasted Wednesday and
Thursday.

Short Term Forecast

Triangle Today: Sunny & mild. High near: 70. Winds: N 3-8 mph.

Triangle Tonight: Clear and chilly. Low near: 45. Winds: NW 3-8 mph.

Lakes Today: Sunny & mild. High near: 67. Winds: N 2-7 mph.

Lakes Tonight: Clear & chilly. Low near: 40. Winds: NW 3-8 mph becoming
Calm.
