USCG – clarification re salvage and marine firefighting
The US Coast Guard issued a clarification regarding its salvage and marine
firefighting requirements for vessel response plans (VRPs) for oil. On
September 3, the agency announced that the Office of Management and Budget
(OMB) had approved the collection of information associated with those
requirements. The announcement also indicated that the requirement would be
enforced beginning September 3. The Coast Guard has now clarified that the
information collection will be enforced as of February 22, 2011, when the
salvage and marine firefighting regulations come into force. 75 Fed. Reg.
55973 (September 15, 2010).

Forecast Discussion

Much cooler temperatures today in the wake of yesterdays strong cold front.
Highs will only make it into the upper 60s and lower 70s with sunny skies.
Winds will be up again today from the northwest at 10-20 mph. Red flag
warnings have been posted with a high risk for fire danger today.

Thursday will again be sunny and pleasant. Thursday Morning will be the
coldest this go around. Lows will be in the lower 40s in the Triangle the
upper 30s in the Lakes. Light northerly winds will turn towards the south
late.

Friday, sunny skies and a little warmer weather is forecasted. Lows will
be in the middle to upper 40s with afternoon highs rebounding into the
upper 70s. Easterly winds during the morning hours will swing around to
the south-southeast during the afternoon.

Saturday, an upper level disturbance will move into North Texas. This will
increase cloudiness in Southeast Texas to partly cloudy to partly sunny
skies. Lows will be in the middle to upper 50s with afternoon highs in the
lower 80s. Winds will be south to southeasterly.

Sunday, the upper level disturbance will move across Southeast Texas.
Partly sunny skies and a 20% coverage of light rain is possible. Lows will
be near 60 with afternoon highs in the upper 70s. Variable winds will turn
towards the south during the afternoon.

Monday and Tuesday will be similar with partly cloudy skies and warming
temperatures. Lows will be in the low to middle 60s with afternoon highs
in the low to middle 80s. Southerly winds are forecasted.

Short Term Forecast

Triangle Today: Sunny, breezy & cooler. High near: 70. Winds: NW 10-20
mph with gust to 25 mph.

Triangle Tonight: Clear & chilly. Low near: 43. Winds: NW 5-10 mph.

Lakes Today: Sunny, breezy & cooler. High near: 69. Winds: NW 10-20 mph
with gusts to 25 mph.

Lakes Tonight: Clear & chilly. Low near: 40. Winds: NW 5-10 mph.
