Notice:PILOT/TRAFFIC ADVISORIES:

***SPECIAL NOTICE UPDATE***

Beginning March 1, 2011 through May 31, 2011 TXDOT will conduct
maintenance on the MLK/Gulf Gate Bridge. Maximum air draft for
ALL VESSELS transiting the Sabine/Neches waterway will be reduced
to 134ft.

ONE DAYLIGHT RESTRICTED VESSEL STARTED INBOUND TRANSIT 0500/16TH. AT
THIS TIME, TWO DAYLIGHT RESTRICTED VESSELS ARE SCHEDULED FOR OUTBOUND
TRANSIT APPROX 1200/16TH.

USCG – clarification re salvage and marine firefighting
The US Coast Guard issued a clarification regarding its salvage and marine
firefighting requirements for vessel response plans (VRPs) for oil. On
September 3, the agency announced that the Office of Management and Budget
(OMB) had approved the collection of information associated with those
requirements. The announcement also indicated that the requirement would be
enforced beginning September 3. The Coast Guard has now clarified that the
information collection will be enforced as of February 22, 2011, when the
salvage and marine firefighting regulations come into force. 75 Fed. Reg.
55973 (September 15, 2010).

Forecast Discussion

More of the same for the next several days across Southeast Texas as we
continue the February Thaw. Foggy nights as increasing levels of moisture
move into the area due to southerly winds. Partly sunny, warm afternoons
scheduled through the weekend. Much below-normal rainfall through the next
seven days. Low temperatures will generally warm through the fifties with
highs in the lower-to-middle seventies. A slight chance of light showers
returns to the forecast Monday & Tuesday.

Tonight, partly cloudy this evening with dense fog and low cloudiness
forming after mid-night (A Dense Fog Advisory will likely be required).
Lows will be in the upper-forties to lower-fifties. Southerly winds are
forecasted.

Wednesday, dense morning fog lifting around mid-morning, becoming partly
sunny, warm, humid & breezy during the afternoon. Highs in the lower-to-
middle seventies. Breezy south to southeasterly winds.

Thursday, dense morning fog lifting around mid-mooring, becoming partly
sunny, warm, humid & breezy during the afternoon. Lows in the lower-
fifties with highs in the lower-to-middle seventies. Breezy south winds.

Friday, dense morning fog lifting around mid-mooring, becoming partly
sunny, warm & humid during the afternoon. Lows in the middle-fifties with
highs in the middle-seventies. South winds.

An upper-level ridge of high pressure will build over the area this weekend
possibly pushing afternoon high temperatures into the middle-seventies.

Saturday, dense morning fog lifting around mid-morning, becoming partly
sunny, warm & humid during the afternoon. Lows in the middle-fifties with
highs in the lower-to-middle seventies. Light southeasterly winds.

Sunday, dense morning fog lifting around mid-morning, becoming partly
sunny, warm, humid & breezy during the afternoon. Lows in the middle-
fifties with highs in the middle-seventies. Breezy southerly winds.

Monday, mostly cloudy with a 20% light showers. Lows near-sixty with highs
in the middles-seventies. South winds.
