Notice:PILOT/TRAFFIC ADVISORIES:

***SPECIAL NOTICE UPDATE***

Beginning March 1, 2011 through May 31, 2011 TXDOT will conduct
maintenance on the MLK/Gulf Gate Bridge. Maximum air draft for
ALL VESSELS transiting the Sabine/Neches waterway will be reduced
to 134ft.

THE CHANNEL WAS CLOSED 0500-0710/15TH DUE TO DENSE FOG.

ONE DAYLIGHT RESTRICTED VESSEL STARTED INBOUND TRANSIT 0710/15TH. AT
THIS TIME, NO DAYLIGHT RESTRICTED VESSELS ARE SCHEDULED FOR OUTBOUND
TRANSIT THE 15TH.

USCG – clarification re salvage and marine firefighting
The US Coast Guard issued a clarification regarding its salvage and marine
firefighting requirements for vessel response plans (VRPs) for oil. On
September 3, the agency announced that the Office of Management and Budget
(OMB) had approved the collection of information associated with those
requirements. The announcement also indicated that the requirement would be
enforced beginning September 3. The Coast Guard has now clarified that the
information collection will be enforced as of February 22, 2011, when the
salvage and marine firefighting regulations come into force. 75 Fed. Reg.
55973 (September 15, 2010).

Forecast Discussion

During the next seven days, rainfall will be much below-normal with above-
normal temperatures. A warming and moistening trend is forecasted through
the period. Foggy mornings and partly sunny skies are expected with lows
generally in the fifties and highs in the lower-to-middle seventies.

Tonight, southerly winds will continue to bring increased moisture levels
into Southeast Texas. The relatively warmer, moist air will move over the
cold coastal waters. This will cool the air to the saturation point
developing fog. The fog may be very dense with Dense Fog Advisories
possibly being issued late tonight. The morning commute may be very
hazardous. Lows tonight will be in the upper-forties to lower-fifties.
Light southerly winds are expected.

Tuesday, dense morning fog will gradually lift to partly sunny skies during
the afternoon. Afternoon high temperatures will warm into the lower-to-
middle seventies which is about seven degrees above-normal. A breezy south
to southeasterly wind is expected.

The pattern will continue for much of this week with foggy nights and
partly sunny, warm days.

Wednesday, dense morning fog becoming partly sunny to mostly cloudy and
warm during the afternoon. Lows in the lower-fifties with highs in the
lower-seventies. Breezy south to southeasterly winds.

Thursday, dense morning fog becoming partly sunny, warm & breezy during the
afternoon. Lows in the middle-fifties with highs in the lower-seventies.
Breezy south to southeasterly winds.

Upper-level high pressure will build over the region - this may enhance
afternoon highs and keep rain chances near zero.

Friday, dense morning fog becoming partly sunny to mostly cloudy, warm,
humid, breezy & isolated light showers possible. Lows in the upper-fifties
with highs in the middle-seventies. South to southeasterly winds.

Saturday, dense morning fog possible becoming partly sunny, warm & humid.
Lows in the upper-fifties with highs in the middle-seventies.
Southeasterly winds.

Sunday, dense morning fog possible becoming partly cloudy, warm, humid &
breezy. Lows in the upper-fifties with highs in the middle seventies.
Southerly winds.

Monday, dense morning fog possible becoming partly sunny, warm, humid,
breezy & isolated, light showers possible. Lows near-sixty with highs in
the middle seventies. Breezy southerly winds.
