Notice:PILOT/TRAFFIC ADVISORIES:

***SPECIAL NOTICE UPDATE***

Beginning March 1, 2011 through May 31, 2011 TXDOT will conduct
maintenance on the MLK/Gulf Gate Bridge. Maximum air draft for
ALL VESSELS transiting the Sabine/Neches waterway will be reduced
to 134ft.

TWO DAYLIGHT RESTRICTED VESSELS STARTED OUTBOUND TRANSIT 0600/10TH. AT
THIS TIME, NO DAYLIGHT RESTRICTED VESSELS ARE SCHEDULED FOR INBOUND
THE 10TH.

USCG – clarification re salvage and marine firefighting
The US Coast Guard issued a clarification regarding its salvage and marine
firefighting requirements for vessel response plans (VRPs) for oil. On
September 3, the agency announced that the Office of Management and Budget
(OMB) had approved the collection of information associated with those
requirements. The announcement also indicated that the requirement would be
enforced beginning September 3. The Coast Guard has now clarified that the
information collection will be enforced as of February 22, 2011, when the
salvage and marine firefighting regulations come into force. 75 Fed. Reg.
55973 (September 15, 2010).

Forecast Discussion

Update: After a quick drive around Beaumont, it seems that there is little
chance of ice or "slick" spots on overpasses and bridges. Today's rains
have evaporated off of these roadways. At least for the Triangle, travel
tonight and Thursday Morning should be fine. Further north in the Lakes
Area, there could be a few slick spots as freezing temperatures set in
earlier - use caution Late Tonight and Thursday Morning.

Cold temperatures tonight with a hard freeze over Southeast Texas.
Afternoon clearing is expected Thursday will chilly afternoon temperatures.
Lows in the twenties are forecasted each morning through Saturday with
sunny skies through the period. A warming trend is forecasted to begin in
earnest Sunday and we may reach 70 by Wednesday.

Tonight, A Hard Freeze Warning is in effect for all of Southeast Texas.
Cloudy skies are forecasted. Lows will be in the middle-twenties. Wind
chills in the teens. Breezy northerly winds are forecasted.

Thursday, cloudy skies during the morning will give way to afternoon sun.
Still, it will be quite chilly with afternoon highs only warming into the
lower-to-middle forties. Breezy northerly winds will continue.

Friday, sunny and warmer. Low in the lower-twenties with a high near-
sixty. North winds will turn towards the southeast late.

Saturday, sunny, warmer still. Low in the middle-twenties with a high in
the middle-sixties. South-to-southwesterly winds.

Sunday, mostly sunny, warmer. Low in the middle-thirties with a high in
the middle-sixties.

An upper-level ridge of high pressure will build over the Central U.S.
which will bring Southeast Texas "Spring-like" weather...

Monday, partly sunny, more humid, warmer. Low in the upper-forties with a
high in the middle-sixties. Breezy southerly winds.

Tuesday, partly sunny, warm & humid, 20% light showers. Lows in the lower-
fifties with highs in the middle-sixties. Breezy south-to-southeasterly
winds.

Wednesday, partly sunny, warm & humid, 20% light showers. Lows in the
middle-fifties with highs near-seventy. Breezy southerly winds.
