Notice:PILOT/TRAFFIC ADVISORIES:

***SPECIAL NOTICE UPDATE***

Beginning March 1, 2011 through May 31, 2011 TXDOT will conduct
maintenance on the MLK/Gulf Gate Bridge. Maximum air draft for
ALL VESSELS transiting the Sabine/Neches waterway will be reduced
to 134ft.

ONE DAYLIGHT RESTRICTED VESSEL STARTED INBOUND TRANSIT 0500/8TH. AT
THIS TIME, TWO DAYLIGHT RESTRICTED VESSELS ARE SCHEDULED FOR OUTBOUND
TRANSIT APPROX 1030/8TH.

USCG – clarification re salvage and marine firefighting
The US Coast Guard issued a clarification regarding its salvage and marine
firefighting requirements for vessel response plans (VRPs) for oil. On
September 3, the agency announced that the Office of Management and Budget
(OMB) had approved the collection of information associated with those
requirements. The announcement also indicated that the requirement would be
enforced beginning September 3. The Coast Guard has now clarified that the
information collection will be enforced as of February 22, 2011, when the
salvage and marine firefighting regulations come into force. 75 Fed. Reg.
55973 (September 15, 2010).

Forecast Discussion

Freezing temperatures are again expected tonight. Sunny, cool weather
Tuesday. Rain and another weak Arctic Cold Front expected Wednesday. Back
into the twenties Friday and Saturday with sunny, cool days. Warming trend
expected Sunday and Monday.

Tonight, clear and cold with a Freeze Warning for Hardin, Jasper, Newton &
Tyler Counties. Temperatures near-thirty. Winds light northerly.

Tuesday, sunny, cool & dry. Highs in the lower-fifties. Winds east to
southeasterly.

Wednesday, a weak Arctic cold front will sweep through Southeast Texas
during the afternoon hours. Cloudy skies and 90% chance of rain is
expected with it's passage. Temperatures may stay in the forties.

Late Wednesday Night/Early Thursday Morning, there is a small window for
the possibility of freezing rain in the forecast IF the precipitation does
not move out soon enough. At this point it looks very light, but it only
takes a very little amount of ice to cause big headaches. Stay tuned!

Thursday, morning clouds with afternoon clearing. Lows near-thirty with
afternoon highs only in the lower-to-middle forties. Breezy northerly
winds.

Friday, sunny and cold. Lows in the lower-to-middle twenties with
afternoon highs near-fifty. North to northerly winds are expected.

Water temperatures are very cold - in the middle-forties and this will have
an impact on our area's highs once southerly winds commence.

Saturday, sunny skies and cool temperatures are expected. Lows in the
upper-twenties with afternoon highs in the upper-fifties. Variable winds
are expected.

Sunday, sunny, warmer. Lows in the middle-thirties, highs in the lower-
sixties. South to southwesterly winds.

Monday, becoming partly sunny, isolated showers. Lows in the upper-forties
with highs in the middle-sixties. South to southwesterly winds.

Short Term Forecast

Triangle Tonight: Clear and cold...no precipitation forecasted. Low near:
30 Winds: NW early turning NE 4-10 mph.

Triangle Tuesday: Sunny, cool & dry...no precipitation forecasted. High
